Today, the City University of Macau(CityU Macau) hosted the "2025 Cross-Border Data Security Forum (Seminar)" at the He Xian Conference Center on its Taipa Campus. With the theme of "Cross-Border Data Compliance and Security", the forum focused on the security challenges and compliance pathways faced by cross-border data flows amid the global digital economy. It aimed to enhance the awareness of all sectors in Macau regarding data governance and cross-border transmission risks, promote the development of Macau’s local data security sector, and facilitate industry-academia-research collaborative innovation. Organized by the Advancement for Promotion of Science and Technology of Macau (MAPST) and sponsored by the Macau Foundation, the forum was co-organized by the Faculty of Data Science(FDS) of the CityU Macau. It also received support from Macau Science Center Co., Ltd., China Unicom (Macau) Co., Ltd., and BoardWare Information System Co., Ltd.
The forum brought together key representatives from the government, industry, and academia. Attendees included, Jiahao Du, Di President of the Information and Technology Division of the Education and Youth Development Bureau of Macau,Zhenlun Hu, Acting Director of the Technology Application and Support Division of the Economic and Technological Development Bureau of Macau,Guilin Ye, Member of the Administrative Committee of the Science and Technology Development Fund of Macau,Wanlei Zhou, Vice President of MAPST, Vice President of CityU Macau, and Dean of the FDS,Min Zhang, General Manager of China Unicom (Macau) Co., Ltd.,Weijia Jia, Dean of the Institute of Artificial Intelligence and Future Networks at Beijing Normal University (Zhuhai),Zhixin Yang, Executive Vice President of MAPST, Professor at the Faculty of Science and Technology of the University of Macau, and Member of the State Key Laboratory of Smart City Internet of Things at the University of Macau,Tianqing Zhu, Associate Dean of the FDS at CityU Macau,Wenjian Liu, Council Member of MAPST and Associate Dean of the FDS at CityU Macau. Nearly 200 participants, including faculty, students joined the event.
In his opening speech, Vice President Wanlei Zhou pointed out that against the backdrop of accelerated global digitalization, cross-border data security has become a crucial issue for national strategies and regional cooperation. He emphasized that Macau should leverage its unique regional advantages to actively participate in the development of data governance rules, and promote local talent cultivation and technological innovation.
The forum featured two keynote speeches, chaired by Professor Zhixin Yang. Professor Weijia Jia from Beijing Normal University (Zhuhai) delivered a speech titled "Edge Computing and Intelligent Data Processing." To address issues such as high latency, high costs, and degraded edge service quality caused by the cloud deployment of Large Language Models, he proposed a caching and reinforcement learning decision-making framework based on edge vector databases. Experimental data demonstrated that this solution can effectively reduce latency and resource consumption.
Associate Dean Tianqing Zhu gave a speech themed "Security and Institutional Innovation for Cross-Border Data Flows in the Guangdong-Hong Kong-Macau Greater Bay Area." She noted that under the context of "One Country, Two Systems, and Three Jurisdictions," cross-border data flows in the GBA face multiple challenges. Focusing on institutional innovation and technological pathways for regional data governance, she systematically analyzed the core difficulties of current cross-border data flows, and conducted an in-depth analysis of the pilot application experiences of mechanisms such as "classification and categorization" and "personal information protection certification" in scenarios including gaming, finance, and education. She also explored building a secure foundation for cross-border data using technologies such as trusted data spaces and data de-identification and encryption, enabling comprehensive lifecycle protection that ensures data is” Identifiable, Manageable, Controllable, and Traceable”.
In addition, the forum included a roundtable discussion chaired by Associate Dean Wenjian Liu. Representatives from industry and academia participated in the discussion, including, Haowen Sun, Director of the Technology Innovation Management Office under the Operation Management Department of China Unicom (Hong Kong) Innovation Research Institute, Hongqi Wu, Executive Director of BoardWare Information System Co., Ltd., Dean Weijia Jia, Associate Dean Tianqing Zhu. Centering on the theme of "Cross-Border Data Compliance and Security" the guests shared insights on issues such as legal compliance, technical protection, and regional collaboration for cross-border data transmission, from perspectives including telecommunications infrastructure, corporate data management, and intelligent computing power security. Their inputs provided forward-looking insights and valuable recommendations for Macau’s integration into the development of the GBA’s data element market.
This forum not only built a high-quality exchange platform for professionals but also offered a window for faculty, students, and the public in Macau to understand the cutting-edge trends in cross-border data security. The participating guests unanimously agreed that in the era of deep integration of artificial intelligence and big data,” Strengthening Awareness of Data Sovereignty, Improving Compliance Systems, and Promoting International Cooperation” are key to ensuring the healthy development of the digital economy.
