City University of Macau Hosts Data Cross-Border Compliance Forum and Cross-Border Blue Book Release Ceremony



The "Data Cross-Border Compliance Forum and Cross-Border Blue Book Release Ceremony," organized by the Faculty of Data Science at City University of Macau, was held on 23rd January,2026 at the University's Taipa Campus. With "Data Cross-Border Compliance and Security" as its core theme, the event focused on the challenges of privacy protection, national security, and compliance governance in cross-border data flows within the context of the digital economy. It explored how to strengthen security safeguards while promoting the free flow of data, thereby driving innovation and improvement in data governance systems in the Guangdong-Hong Kong-Macao Greater Bay Area and globally.

 

Fang Binxing, academician of the Chinese Academy of Engineering and honorary doctor of City University, Xu Zhiping, deputy director of the Education and Youth Department of the Liaison Office of the Central People's Government in Macau, Qiu Runhua, director of the Economic and Technological Development Bureau of Macau, Vincent U, chairman of the Administrative Committee of the Science and Technology Development Fund,Leong Wah Fong , member of the Administrative Committee of the Investment Promotion Bureau, Zhao Xiaomeng and Li Jun, deputy ministers of the Guangdong Provincial Science and Technology Basic Conditions Platform Center, Zhang Min, general manager of China Unicom (Macau) Co., Ltd., China Unicom (Hong Kong) Innovation Research Sun Haowen, Director of the Science and Technology Innovation Management Office of the Operations Management Department of the Institute, Xu Yuechan, Director of the Innovation Business Development and R&D Department of Bowei Information Co., Ltd., Xiao Xiangyu and Lu Hongjun, representatives of China Unicom (Macau) Co., Ltd., Liu Jun, President of City University of Macau, Vice President and Dean of the School of Data Science Zhou Wanlei, Zhu Tianqing, Vice Dean of the School of Data Science, representatives of teachers and students, as well as experts and scholars from academia and industry. Nearly a hundred people attended the event to discuss new opportunities for industry development.

 

In his address, Rector Liu Jun emphasized that, against the backdrop of rapid global digital economy growth and increasingly frequent cross-border data flows, universities—as key platforms for academic research, talent cultivation, and industry-academia integration—bear the important mission of driving industrial upgrading and serving regional development. CityU has consistently adhered to the philosophy of "academic leadership, industry-academia integration, and serving the Greater Bay Area," committed to promoting interdisciplinary dialogue and practical integration to build a trustworthy and secure cross-border data ecosystem.

 

Academician Fang Binxing provided an in-depth analysis of core issues and future directions in data cross-border compliance, offering profound insights to the audience.

 

Chairman U Seng Pan stressed that Macao's technological innovation and development are inseparable from the support and guidance of the SAR government. The Science and Technology Development Fund will continue to promote the integration of scientific research and industry, supporting compliant development in the data sector.

 

The Blue Book on Cross-Border Data Compliance and Security consolidates the wisdom of experts and scholars, aiming to provide theoretical support and practical reference for cross-border data compliance. At the ceremony, Academician Fang Binxing, Vice Rector Zhou Wanlei, Dean Yin Lihua of the School of Cyberspace Security at Guangzhou University, General Manager Zhang Min of China Unicom (Macau) Co., Ltd., Director Xu Yuechan of Boway Information Co., Ltd., Director Sun Haowen of China Unicom (Hong Kong) Innovation Research Institute, and Associate Dean Zhu Tianqing jointly unveiled the Blue Book.

 

To collaboratively tackle key technologies in cross-border data security governance, City University of Macau and Guangzhou University jointly established the "Joint Laboratory for Data Cross-Border Compliance and Security." At the event, witnessed by Academician Fang Binxing, Vice Rector Zhou Wanlei, and other distinguished guests, Dean Yin Lihua and Associate Dean Zhu Tianqing unveiled the plaque for the joint laboratory. The two institutions will integrate their resource strengths to inject new momentum into cross-border data security governance.

 

Subsequently, Vice Rector Zhou Wanlei moderated a panel discussion in which Dean Yin Lihua, Professor Li Fenghua from the Chinese Academy of Sciences, Director Sun Haowen, Director Xu Yuechan, and Associate Dean Zhu Tianqing engaged in in-depth dialogue on policies, technologies, and practices in data cross-border compliance. The exchange was lively and enthusiastic.

 

In the afternoon, the Data Cross-Border Compliance Forum focused on cutting-edge topics in cross-border data security, with several experts delivering keynote speeches. Professor Li Fenghua from the Chinese Academy of Sciences discussed password authentication and privacy protection; Professor Wang Ding from Nankai University analyzed password key security technologies; Professor Zhang Yuan from the Chinese University of Hong Kong shared insights on intelligent agent vulnerability analysis and detection; and Professor Ji Xiaoyu from Zhejiang University elaborated on innovative concepts such as "Data Privacy by Birth." The presentations closely aligned with research and applications, sparking active discussion among attendees. The Q&A sessions, moderated by experts from both inside and outside the University, featured frequent interaction and a vibrant atmosphere.

 

This event not only highlighted CityU's academic leadership in the field of data cross-border compliance but also demonstrated the University's commitment to integrating into the development of the Guangdong-Hong Kong-Macao Greater Bay Area and deepening industry-academia-research collaboration. Through the Blue Book release, the establishment of the joint laboratory, and multi-disciplinary expert dialogues, the event effectively integrated resources from academia, industry, and policy spheres, contributing Macao's wisdom and strength to compliant governance and sustainable development in the digital era.
